NCC Mandates Immediate Reactivation of Lines Affected by NIN-SIM Verification Issues**

It has been observed that, over the weekend, numerous telecom subscribers were unable to access their telephone lines due to their inability to verify their National Identification Numbers (NINs) with their Subscriber Identification Modules (SIMs). Consequently, their numbers were blocked by telecom service providers in accordance with the laws and policies governing NIN-SIM linkage, as alerted by the Nigerian Communications Commission (NCC).


Telecom consumers and the public may recall the compulsory linkage of NIN with SIM, which commenced in December 2020 when the government mandated telecommunication companies to bar unregistered SIM cards and those SIMs not linked to a NIN.


Since December 2023, the Commission has revised the deadline several times; initially set for 15 April 2024, for the complete network barring of subscribers with four or fewer SIMs that had unverified NIN details. This deadline was then extended to 31 July 2024, to provide consumers with additional time to ensure their submitted NIN details are accurately verified. Despite these extensions, many telephone lines have yet to be linked with verified NINs.


The objectives of this exercise, as undertaken by the Federal Government of Nigeria, include enhancing national security and ensuring the national SIM ownership database is accurate. The NIN-SIM linkage policy assists in verifying and protecting users’ identities while also providing critical infrastructure that ensures access to the benefits of a robust digital economy for the citizenry.


Given that the consumer is our priority, and considering the challenges caused by the blockages, the Commission has instructed all operators to reactivate all lines disconnected over the weekend, in view of the limited time available for consumers to complete the verification of their NINs with their SIMs. Reactivated consumers should note that this reactivation is for a limited period, allowing them to properly link their NIN to their SIM.


Members of the public who have yet to verify their SIMs are encouraged to do so promptly to maintain access to their lines.
