Lagos Unveils 10-Year Primary Health Care Financing Compact

The Lagos State Government has unveiled a landmark 10-year Primary Health Care Financing Compact aimed at strengthening and sustaining healthcare delivery across the state.

The historic agreement, known as the Lagos State Primary Health Care Compact 2026, was officially signed on Wednesday, May 6, 2026, during a two-day retreat on the 10-Year Plan for Primary Health Care Financing held in Lakowe.

The initiative, spearheaded by the Lagos State Primary Health Care Board (LSPHCB), brought together representatives of the state government, the 20 Local Government Areas (LGAs), and the 37 Local Council Development Areas (LCDAs) in a unified commitment to sustainable healthcare financing and improved service delivery.

The retreat was organised by the LSPHCB in collaboration with Conference 57, the World Bank-funded IMPACT Programme, Engender, and other development partners. It served as a strategic platform for policy dialogue, stakeholder engagement, and consensus-building on the future of primary healthcare financing in Lagos State.

The compact followed extensive consultations with key health stakeholders, as well as chairmen of the LGAs and LCDAs, who expressed strong support and commitment towards the successful implementation of the initiative.

Speaking at the signing ceremony, stakeholders described the agreement as a major step toward ensuring accessible, quality, and people-centered primary healthcare services for residents across Lagos State.

Representing the state government at the event were the Commissioner for Health, Prof. Akin Abayomi; the Special Adviser to the Governor on Health, Dr. (Mrs.) Kemi Ogunyemi; and the Permanent Secretary of the Lagos State Primary Health Care Board, Dr. Ibrahim Akinwunmi Mustafa, mni.

Also signatories to the agreement were the chairmen of the 20 LGAs and 37 LCDAs, acting on behalf of their respective councils and communities.

The Lagos State Primary Health Care Compact 2026 is expected to provide a long-term framework for sustainable healthcare financing, stronger intergovernmental collaboration, and enhanced healthcare delivery throughout the state.

The initiative is anchored on the Lagos State Government’s THEMES+ Agenda and aligns with the Lagos State Development Plan 2052, both of which prioritise healthcare as a key driver of inclusive growth, social development, and improved quality of life for residents.
