NCC Unveiled Its Much -Anticipated Licensing Framework For Application To Person
The Nigerian Communications Commission (NCC) has unveiled its much-anticipated Licensing Framework for Application-to-Person (A2P) services, an initiative designed to introduce structure and transparency to Nigeria's burgeoning telecommunications sector.
This announcement was made through a statement issued by the Director of Public Affairs, Reuben Muoka, on Friday. According to Mr. Muoka, the framework has been meticulously crafted in accordance with the Nigerian Communications Act (NCA) of 2003, and is now available for public access on the Commission’s official platform.
A2P services enable automated communication between businesses and their clientele, commonly used for notifications, alerts, and marketing messages. By introducing this framework, the NCC aims to regulate and streamline these services, ensuring their delivery is seamless, efficient, and fully compliant with applicable laws. This initiative is expected to foster a transparent and reliable ecosystem for both service providers and consumers alike.
The NCC emphasised that the A2P service model is integral to business-to-customer communication. By setting forth clear and enforceable guidelines, the framework seeks to uphold the integrity of service delivery within the sector. It is part of the Commission’s broader vision to maintain a well-regulated telecommunications space that aligns with international standards while addressing the unique needs of Nigeria’s market.
To further engage stakeholders and ensure inclusive participation, the NCC has announced a virtual Stakeholders’ Forum scheduled for 20th December 2024. This forum will serve as an avenue for operators, service providers, and other industry participants to deliberate on the framework, provide feedback, and seek clarifications from NCC representatives. It will also offer stakeholders a comprehensive understanding of the framework’s objectives and its anticipated impact on the telecommunications landscape.
In its quest for transparency, the NCC has called upon all interested parties to submit their observations, comments, and recommendations on the framework. Stakeholders are encouraged to review the document and share their perspectives before the submission deadline of 19th December 2024. Contributions should be sent via email to aadaba@ncc.gov.ng, with a copy to msyusuf@ncc.gov.ng.
An NCC spokesperson underscored the importance of this initiative, stating, “We are committed to ensuring that Nigeria’s telecommunications sector continues to thrive in a manner that is both regulated and responsive to the needs of all stakeholders. The A2P framework represents a significant step in safeguarding the integrity of our telecom space, and we eagerly anticipate receiving valuable input from all concerned.”
By fostering this open dialogue, the NCC seeks to establish a regulatory environment that not only protects consumer interests but also promotes the sustainable growth of businesses within the sector. This effort underscores the Commission’s unwavering dedication to upholding governance, compliance, and service excellence in Nigeria’s telecommunications industry.
