Lagos Achieves 85.6% Ease of Doing Business Score, Expands Public Service Reforms

The Lagos State Government has recorded major milestones in public sector reforms, innovation, housing delivery and procurement transparency as part of ongoing efforts to strengthen governance and improve service delivery across the state.

The Head of Service, Bode Agoro, disclosed that certificates were issued to retiring public servants after verification of their indebtedness status, in line with established civil service procedures.

Agoro further revealed that the state government approved the handover of Wing A of a newly constructed housing estate comprising two and three-bedroom flats located at Isale-Gangan, Lagos Island, for allocation to public servants.

Highlighting reforms driven by the Office of Transformation, Creativity and Innovation (OTCI), Agoro said the agency coordinated initiatives that enabled Lagos State to achieve an impressive 85.6 per cent score in the 2025 Subnational Ease of Doing Business Report.

According to him, Lagos emerged as the Best Subnational for Ease of Doing Business in 2025, while the Permanent Secretary of OTCI received recognition as the Best State Reform Champion.

Agoro noted that OTCI also intensified efforts to promote innovation and institutional reforms within the public service through its Growth Mindset advocacy initiative, which trained over 876 officers across Ministries, Departments and Agencies (MDAs).

He added that the office onboarded 37 new Creativity and Innovation Ambassadors across MDAs to further deepen innovation culture and improve public sector efficiency.

The Head of Service also highlighted outcomes from the annual Public Service Ideas Day Innovation Competition, which produced three notable innovations aimed at improving governance and service delivery.

The innovations include EKOscribe, an Artificial Intelligence-powered knowledge platform; BKind, an anti-bullying educational game; and SmartBOQ, a digital solution designed for the management of Bills of Quantities.

Speaking on procurement reforms, Agoro said the Lagos State Public Procurement Agency processed 6,590 approval requests through its e-procurement platform and inspected 252 capital projects across the state during the review period.

He disclosed that between May 2025 and April 2026, the agency registered 1,791 service providers, 1,431 goods providers and 1,394 works contractors as part of efforts to promote transparency, accountability and ease of doing business in the state.

Agoro reaffirmed the commitment of Governor Babajide Olusola Sanwo-Olu’s administration to improving the welfare of public servants, strengthening institutional reforms and sustaining efficient service delivery across Lagos State.
