Lagos Hosts IMPACT Project Review Meeting to Deepen Primary Healthcare Reforms

 


The Lagos State Government, in partnership with the National Primary Health Care Development Agency (NPHCDA), has convened the IMPACT Project Review Meeting with national and state stakeholders to assess progress and strengthen Primary Health Care (PHC) systems across participating states in Nigeria.

The high-level meeting brought together officials from the NPHCDA, the World Bank, the National Malaria Elimination Programme (NMEP), State Ministries of Health, State Primary Health Care Boards, project managers, and accountants to evaluate implementation activities, review financial and contractual commitments, and develop strategies for sustainable PHC delivery nationwide.

In his keynote address titled “Strengthening PHC: A Critical Determinant for Achieving UHC,” the Lagos State Commissioner for Health, Prof. Akin Abayomi, stressed the importance of sustained investment in primary healthcare infrastructure and modernization.

Abayomi highlighted Lagos State’s introduction of purpose-built PHC facilities equipped with improved ventilation systems, solar-powered infrastructure, infection prevention and control designs, and decentralized isolation capabilities aimed at improving healthcare delivery at the grassroots level.

The commissioner also emphasized the need for sustainable healthcare financing through the domestication of the National Health Insurance Authority (NHIA) Act, mandatory health insurance schemes, and stronger integration between public and private healthcare providers.

On malaria elimination efforts, Lagos State presented findings from a large-scale malaria diagnostic and surveillance study, which showed significantly lower malaria prevalence than previously estimated. The presentation underscored the need for evidence-based diagnosis using Rapid Diagnostic Tests (RDTs) to improve malaria management and reduce unnecessary treatments.

Delivering a goodwill message, the Special Adviser to the Governor on Health, Dr. Kemi Ogunyemi, welcomed delegates and reaffirmed the state government’s commitment to healthcare reforms and the achievement of Universal Health Coverage (UHC).

She noted that the IMPACT Project has played a significant role in upgrading PHC infrastructure, improving malaria diagnostics, strengthening accountability systems, and enhancing service integration across Lagos State.

Speaking during a session titled “Joint Leadership Dialogue: The Lagos State Experience,” the Permanent Secretary of the Lagos State Primary Health Care Board, Dr. Ibrahim Akinwunmi Mustafa, explained how the state adopted a strategic governance and political engagement model involving Local Government Chairmen, the Ministry of Local Government, development partners, and technical experts to strengthen PHC ownership and financing.

According to Mustafa, the approach has led to stronger political commitment to PHC funding, improved collaboration between state and local governments, and the signing of a draft compact aimed at enhancing PHC governance and sustainability.

Earlier in her welcome remarks, NPHCDA representative Dr. Amina commended Lagos State for successfully organizing the meeting within a short period and encouraged delegates to actively participate in the two-day engagement.

The Team Lead of the project, Dr. Onoriode, outlined the meeting’s objectives, including reviewing PHC upgrade projects across states, assessing outstanding obligations and timelines, strengthening accountability systems, and promoting collaboration between state and local governments to improve healthcare delivery.

During the meeting, participating states presented updates on implementation progress, contractual obligations, outstanding payments, and project completion timelines under both the immunization and malaria components of the IMPACT Project.

At the end of the deliberations, states were directed to update implementation trackers, strengthen financial reporting and accountability mechanisms, improve collaboration with local governments, and intensify supportive supervision activities to ensure the sustainability of PHC interventions nationwide.

Participants also resolved that Lagos State’s PHC engagement and financing model should be documented and adapted by other states in line with their governance structures and local realities.

The meeting concluded with a renewed commitment by stakeholders to strengthen Nigeria’s primary healthcare systems and accelerate progress toward achieving Universal Health Coverage.
